Finland - Jordan Education Partnership
Transforming Learning in Jordan and the MENA region
In 2024, an educational partnership was launched between Jordan and Finland to drive transformational learning across Jordan and the wider MENA region. Backed by the Ministry of Foreign Affairs of Finland, this initiative brings together global expertise, proven methodologies, and strong regional collaboration to create lasting educational impact.
The initiative is built on three strong pillars:

Finnish educational excellence – The partnership harnesses Finland’s globally respected expertise in learner-centered and digital education, with the involvement of leading experts in digital learning transformation, and Finnish academic partners to ensure world-class pedagogical design and innovation. The team is led by Context Learning, Finland´s leading digital learning agency.

Global expertise in inclusion and employability – Universal Learning Systems (Ireland) is a globally recognised expert in social inclusion, employability, migration, and competency-based education. Their experience ensures that the initiative not only enhances learning but also supports social cohesion and economic development across diverse communities.

Local leadership and implementation – Jordanian universities are in central role in the initiative by piloting the program's outcomes and ensuring alignment with local academic standards. Jordan-based educational publisher, Universal Books & Creative Curricula, promotes the sustainability of the project ensuring that programs are grounded in local needs, contexts, and priorities while shaping practical applications and sustainable outcomes on the ground.
We've established an international arena for learning transformation, which bridges regional insight with global excellence, opening doors to collaborative networks, research opportunities, and EU resources. It is designed to strengthen Jordan’s educational ecosystem, empower communities, and foster sustainable change through a blend of academic rigor and practical application.
The ultimate aim of this partnership is to establish and international Center of Excellence in Innovative Education in Amman, Jordan.

Employability Program (pilot)

Dialogue with academic sector
We work closely with Jordanian universities to understand what kind of challenges the higher education in Jordan is facing, specifically in areas of employability, teacher skills development and inclusion. The Center of Excellence aims to create solutions and establish pathways to address these issues.

Joint project opportunities
The project has a strong emphasis on promoting international collaboration and partnerships, between the Center of Excellence, Finland-based academic institutions, other educational service providers and local universities in Jordan. To promote this goal, we are jointly working to identify new project and funding opportunities.
Program Overview
What?
This program is a high-level initiative supported by The Ministry of Foreign Affairs in Finland aimed at developing educators´ digital skills and educational best-practice in Jordan. Participation in the program offers Jordanian educators opportunities to get involved in co-designing new enablers for academic development. The universities can participate in pilot activities and become part of a rapidly growing international community of educational practitioners.
Why?
According to the World Economic Forum's Global Competitiveness Report, Finland has the best-developed education system in the world. Finland is the home for many educational innovations and success stories particularly in the area of online learning. Jordan is a forward-thinking nation offering one of the region’s most vibrant environments for innovation, research, and development. Through this initiative we utilise the unique capacities of these two countries to shape the future of education.
Who?
The program is coordinated by Context Learning in cooperation with Jordan-based UBCC (Universal Books & Creative Curricula). The project is funded by The Ministry of Foreign Affairs in Finland. The project´s main target audience is universities and training institutions in Jordan.
Platform for
Learning Innovation
The long-term goal of the Finland–Jordan education partnership is to establish a central platform for learning discovery, applied research, teacher training, and leadership development. This platform will unite Finnish and Jordanian universities, training institutions, and private-sector partners to provide support and development capacity based on international best practices. By combining Finland’s globally recognized strengths in pedagogy and digital learning with Jordan’s regional dynamism and talent, the partnership will help educational institutions and professionals enhance quality, relevance, and innovation in teaching and learning.

Through a blend of direct B2B cooperation and publicly funded initiatives, the collaboration will strengthen curriculum development, digital transformation, and entrepreneurship in education. This platform evolves into a self-sustaining hub for professional growth, applied research, and policy dialogue – empowering both nations to build resilient education systems and foster long-term social and economic development across the region.
